The bill was intended to address the legacy of land insecurity and inequality that resulted from apartheid. The goals of the bill were to provide the right to use state-owned land for community members; register communal land; establish general plans for communal land; provide comparable redress; establish land rights inquiries; acquire more land for communal use; establish household forums for communities.
