This was an evaluation undertaken independently by the Public Service Commission (PSC) with cooperation of the Department of Agriculture, Forestry and Fisheries (DAFF) on the Comprehensive Agricultural Support Programme that is one of the programmes under the Comprehensive Rural Development Programme (CASP).

The formulation of this policy forms part of Government's commitment to implement a Land Redistribution Programme that seeks to address historical exclusion, inequitable access to land, insufficient participation in the agrarian economy and household food insecurity.
