The content of the White Paper ranges from general statements of principle to detailed information on the state financial assistance programme which will make it possible for more people to own land. It includes programmes to provide security of tenure to people who are vulnerable, and to prevent unfair evictions. A central concern has been to translate the government’s commitment to social justice and the alleviation of poverty into a set of concrete land reform and land development programmes, legislation and procedures.

To amend the Provision of Land and Assistance Act, 1993, so as to state the objects of the Act; to clarify and extend the application of the provisions on the acquisition, planning, development, improvement and disposal of property and the provision of financial assistance for land reform purposes; to provide for the maintenance of property for land reform purposes; and to provide for matters connected therewith.

The CRDP is a cross-cutting and comprehensive rural development programme. It develops through all sector departments and clusters through the Medium Term Strategic Framework (MTSF, 2009-2014) and the Government‟s Programme of Action. The CRDP encompasses three distinct components, namely agrarian transformation, rural development and land reform. This document serves as the policy framework document for the CRDP. The document therefore aims to describe the objectives of the CRDP and related principles.
