This collection spans a selection of the research that PLAAS as an independent Policy Research Institute within the Faculty for Economic and Management Sciences at the University of the Western Cape have produced and contributed to. PLAAS focuses on research, policy engagement, teaching and training about chronic poverty, economic marginalisation and structural inequality in Southern Africa. Their research concentrates on the role of land, agriculture, and natural resources in the livelihoods of marginalised and vulnerable people.

The Constitutional Assembly (CA) was formally established on 24 May 1994. This report is produced on the first anniversary of this historic occasion. This Annual Report records the most important milestones and charts the way forward in terms of its vision.

The CRDP is a cross-cutting and comprehensive rural development programme. It develops through all sector departments and clusters through the Medium Term Strategic Framework (MTSF, 2009-2014) and the Government‟s Programme of Action. The CRDP encompasses three distinct components, namely agrarian transformation, rural development and land reform. This document serves as the policy framework document for the CRDP. The document therefore aims to describe the objectives of the CRDP and related principles.

The Implementation Evaluation of the Comprehensive Rural Development Programme (CRDP) has been informed by a wide range of evidence obtained from various sources including: 18 CRDP site case studies (involving 110 community interviews and 52 focus group workshops involving over 500 CRDP participants and beneficiaries), interviews with government officials, a national CRDP participant institutional survey (responded to by 60 participants in CRDP institutions), a literature review of peer reviewed articles and CRDP programme documents, and international case study papers on other rural development programmes in middle income countries.

This was an evaluation undertaken independently by the Public Service Commission (PSC) with cooperation of the Department of Agriculture, Forestry and Fisheries (DAFF) on the Comprehensive Agricultural Support Programme that is one of the programmes under the Comprehensive Rural Development Programme (CASP).
