This submission is made in response to an invitation for making written submissions on the 2020 Appropriation Bill, the purpose of which is to appropriate money from the National Revenue Fund for the requirements of the State for the 2020/21.

SPII 2020 Annual Report

This report seeks to consolidate existing knowledge of SPNs and the policy formation dynamics in South Africa in order to argue for government programmes that take into account the needs of its citizens including dignified livelihoods.

The UN CESCR Committee published its recommendations in November 2018 on South Africa’s initial report on its implementation of provisions outlined in the ICESCR and made various recommendations. This section of the report focuses on recommendation 47(a).

This document is the outcome of the project: Improving Access to the Socio-Economic Right of Housing, which is a joint project of Studies in Poverty and Inequality Institute (SPII) and the Open Society Foundation. The project has twin objectives: to pilot the use of desktop research, community based social audits and expert-level social dialogues to produce new methodology to improve people’s access to their socio-economic rights in South Africa and other countries.
